Only Recruitment Managers can add a recruitment agency to a vacancy. Go to "Recruitment" in the left side bar > click on "Vacancies" > select the vacancy > under "Allowed Job Application Sources" select "Allow Preferred Agencies" > then select the agency from the dropdown list by clicking on the pencil icon next to "Preferred Agencies". You can also select preferred agencies when creating a vacancy.
