Yes. When configuring the "Job Application Sources" you can add a question about employee referrals and make it mandatory. Go to "Administration" -> "Recruitment" -> "Settings" > "Job Application Sources" -> Click on the job application source you want to modify or add a new one -> Add the additional question -> Set the settings for the field "Additional question mandatory" to "Yes" -> Click on "Submit".
